useradd(8): setting permissions of home-directory
A user asked in de.comp.os.unix.bsd if it was
possible to create home directories with non-standard/default
permissions. It seems NetBSD's useradd(8) doesn't have an option
for that, so I've made a patch to do just that. The code is
in PR bin/30351 for review.
